Attorney Carl N. Weiner Testifies Before Pennsylvania Senate Urban Affairs Committee Relating to Senate Bill 802

Hamburg, Rubin, Mullin, Maxwell & Lupin is pleased to announce that Carl Weiner, Co-Chair of the firm’s Real Estate Practice, recently testified at a hearing before the Pennsylvania Senate Urban Affairs Committee at the request of the Community Associations Institute (CAI) relating to Senate Bill 802. Carl testified as to the need at the county level to create a database which identifies associations, provides a basic description of the land area and number of units and provides information about the infrastructure maintained by the association. Currently, there are approximately 10,000 community associations in Pennsylvania but no means of determining where they are and what land and infrastructure they control. 

As Carl stated, “With municipal governments increasingly delegating responsibility for maintenance of roads, water, sewer and stormwater infrastructure to private associations, it is crucial in protecting the public safety and welfare of the 2.8 million Pennsylvanians who live in associations--- for local government to be aware of these associations.”
