
Robert G. Ruggieri

Ruggieri has been named Partner, effective January 1, 2019, in the Government Contracting Group in the firm’s Philadelphia office.

Ruggieri focuses his practice in the areas of government contracts, procurement, and construction. His clients include prime contractors, subcontractors, and suppliers who routinely seek his advice in protesting government procurement decisions, size and NAICS code protests, interpreting the Federal Acquisition Regulation (FAR), preparing Requests for Equitable Adjustment (REAs), prosecuting claims under the Contract Disputes Act (CDA), and responding to government investigations, suspensions, and debarment proceedings.
Moreover, Ruggieri regularly handles complex construction claims relating to delays, inefficiency, differing site conditions, defective plans and specifications, acceleration, and lost productivity. His experience includes matters relative to marine construction, dredging projects, bridges, roads, environmental cleanups, power plants, municipal convention centers, office buildings, residential complexes, wastewater treatment plants, and schools.
Prior to joining Cohen Seglias in 2005, Ruggieri served as a Judicial Law Clerk for The Honorable Arthur R. Tilson of the Montgomery County Pennsylvania Court of Common Pleas.
Ruggieri received his J.D., cum laude, from Villanova University School of Law, his M.B.A from Villanova University School of Business, and his B.A. from the College of the Holy Cross. He is a member of HUBZone Contractors National Council, the National Defense Industry Association, and the Society of American Military Engineers Philadelphia Post, as well as the American Bar Association and The Justinian Society.
